Long-term training

Based on the analysis of the expressed needs, the priority topics for the implementation of the Capacity Building Program (CBP) were determined and a training plan was created for the short-term period (2023-2024) in BiH for the implementation of UWWTD:

  • EU funds and international financial institutions for infrastructure financing;
  • Financial support and infrastructure financing models related to the achievement of UWWTD goals;
  • Case studies - financial and economic aspects of agglomeration analysis

Training topic

Data processing and exchange with institutions at a higher level - databases (Entity Ministries/Cantonal Ministries/Public Institutions or Agencies for Watersheds)

Priority target groups

  • AVP Sava, AVP Jadran, JU VS, BD Department of AFWM, BD Department for Communal Affairs, FBiH MoAWMF, RS MoAFWM;
  • PUCs from FBiH, RS and BD BiH; (Association of Utility Companies in FBiH and Association “Waterworks RS”).

Content of training

  • GIS, Water cadastres and database structure;
  • Cadastre of water protection and data on wastewater collection and treatment;
  • Preparation and processing of data in PUC for exchange with institutions at a higher level

Tender documentation for the implementation of projects from EU funds

Training topic

Preparation of procurement documentation and implementation of procurement procedures for projects financed from EU funds to support the implementation of UWWTD

Priority target groups

  • Cantonal ministries responsible for communal affairs; BD Department for Communal Affairs,
  • Municipalities and cities in FBiH and RS (Association of Municipalities and Cities in FBiH and RS).
  • PUCs in FBiH and RS

Number of participants: 20-25

  • Tender documentation according to EU procedures;
  • Preparation and implementation of the procurement procedure;
  • Case study

Long-term training:

In the medium and long term, it is necessary to plan trainings through future projects of technical assistance and capacity building in the water sector that are financed from EU funds and other donors and through the Directorate for European Integration (DEI) and the Civil Service Agency (ADS) of BiH. /FBiH/RS.

The list of priority topics for training for the long-term period:

  • Sensitive areas and key requirements in achieving the UWWTD goals;
  • Technical aspects related to the achievement of UWWTD goals - Management and operational work of WWTPs/ key problems, and exchange of experiences (positive and negative) with LGUs in BiH that have built WWTPs;
  • Needs and possibilities of using WIS and GIS tools in relation to achieving the;
  • Modelling of sewage systems;
  • Modelling of the treatment process;
  • Implementation of multi-criteria analysis and cost-benefit analysis;
  • Examples of good practices in collecting financial resources for system maintenance;
  • National reporting obligations regarding the achievement of UWWTD goals;
  • Non-conventional wastewater treatment technologies;
  • Circular economy, Management of sludge from wastewater treatment plants;
  • Institutional set-up in the Republic of Croatia/Slovenia in relation to the achievement of UWWTD goals – set-up model;
  • Implementation/control of the implementation of contracted projects and financial and technical reporting;
  • Monitoring the implementation of construction works in the LGU;
  • Requirements for water monitoring - quality and quantity of effluent and quality of the recipient in connection with the achievement of UWWTD goals;
  • Basic data on infrastructure important for UWWTD, method of collection, analysis, and preparation for BiH Database;
  • Requirements for informing the public on water monitoring results- effluent quality and recipient quality in connection with the achievement of UWWTD goals;
  • Informing the public and access to information in the context of achieving the ;
  • Climate changes and sustainable infrastructure management for the collection, transport and treatment of municipal wastewater.
